Investigations by Libyan authorities into the collapse of two dams in Derna three months ago, resulting in 4,540 casualties and extensive infrastructure damage, revealed negligence as the primary cause.

The Libyan Public Prosecution Authority disclosed findings, indicating lapses in dam maintenance, the absence of a functional disaster alarm system, negligence in cleaning upper openings, and a lack of routine maintenance.

The drainage system's malfunction due to a year of dirt accumulation without maintenance plans, along with the detection of cracks and significant water leaks in the dams, were also highlighted.

Fourteen individuals, including Derna's mayor, Abdel Moneim Al-Ghaithi, face charges, with two defendants subject to a red notice for fleeing abroad.

The disaster unfolded after Hurricane "Daniel" struck the eastern regions of Libya on Sep. 10, causing widespread flooding and the collapse of the two dams in Derna.
